Our Story
Jersey Development Company (JDC) is the Government of Jersey's (GoJ) regeneration arm. As the Government of Jersey’s delivery partner for major property development and regeneration projects, JDC plays a key role in shaping the Island’s built environment. Its remit includes completing the redevelopment of the St Helier Waterfront and leading the regeneration of surplus Government-owned assets.
We are also proud to have been appointed to oversee the transformation of Fort Regent – a landmark project that will help shape the Island’s future.
JDC is committed to transforming underused areas into thriving, well-designed and sustainable communities. Every project is guided by a balanced approach to environmental, social and financial considerations, with sustainability and placemaking at the heart of everything we do.
Our Environmental, Social and Governance (ESG) strategy underpins this approach, ensuring that each development is resilient, energy-efficient and designed for long-term value. We are committed to using sustainable resources, embracing innovation and creating places that enhance community life.
To date, JDC has delivered new residential neighbourhoods, super-prime Grade A office space – including the flagship International Finance Centre – and high-quality public realm. Of the homes delivered, 35% have been purchased by first-time buyers, helping more Islanders take their first step onto the property ladder.

From the success of Horizon and College Gardens to the upcoming transformation of Fort Regent, we remain focused on delivering developments that have a lasting, positive impact
JDC is run by an independent board rather than political appointees and is accountable to its shareholder, the Minister for Treasury and Resources. The Company was formed in 2011 following a change of name and constitution of the Waterfront Enterprise Board. Placemaking and sustainability is at the heart of our activities, and we are focussed on supporting GoJ's strategic objectives.
